SUMMARY- My guess on the publication date is the early 1960's. This is traditional tatting, so a practiced beginner could handle this so long as you can read the written notation of that time period - there are NO diagrams. You get (2)edgings, a hexagon, and a collar point(the triangular thingy) - and those are all on the back cover. The two inside pages are taken up with an illustrated tatting lesson.
